Transporter to gadgetzan unavailable?

I am a 300/300 gnomish spec engineer. Despite that, I seem unable to obtain the "Ultrasafe Transporter : Gadgetzan" schematic.

I talk to Jhordy Lapforge in Gadgetzan, I see the speech bubble to learn the schematic. Then, the animation that happens when you learn a new schematic is triggered, but the schematic is still not available. When I speak to him again, the same bubble is there.

Is it normal? Is it just that the device has not been released yet on this server? Is it a bug?

That schematic was added in 1.5, so it will be in-game in the near future.
