Completly Frozen while others can play

My latency is spiking to like 4000+. screen is frozen and i cant play. my brother is online and it is working. my internet connection is stable with all other things. any ideas?

make traceroute with https://www.pingplotter.com/ utility on login.nostalrius.org with delay 1sec and you will see where a problem
