[Bug] Scarlet Subterfuge — Tirion quest chain

[Cerari]

I saw several peoples with blue reward from this chain, however i can't finish quest Scarlet Subterfuge.
I just can't interact with Highlord Taelan Fordring.

What i already tried:

1) Abandoned quest 2x times and still nothing.
2) Tried to do without any addon.
3) Destroyed quest item and reset quest.
Nothing helps.

Any ideas?
