Nostalrius Begins - Quality wow vanilla realm (1.12)

I just completed the elite part of Battle of Hillsbrad.
I'm lvl 29, when I talked to the NPC he proposed me the next step - go to undercity, talk to a guy, collect a reward.

I closed the window to check something only to find out that the same NPC now has a silver exclamation mark and won't offer me that step anymore.

https://vanilla-twinhead.twinstar.cz/?quest=550 says that the min lvl is 26 ... is there a way to fix this?
I tried /reloadui and relogging, nothing worked. Maybe wipe caches?

I think this happened with other Qs too but I had never been as sure as this time.

Some quests on the server have a higher minimum level requirement since the server is running at patch 1.3 but you will be able to receive the quest in a level or so.
