The quest "The Giant Guardian" in Feralas where you have to locate Shay Leafrunner to than accept " Wandering Shay" to escort her?

she has been on top of a hill at 37.9, 10.0 I cant turn in the first quest to accept the escort due to her being out of range. Can anyone do anything about that or am I an everyone else just SOL?

Friend has confirmed that he was able to do the quest. an she was in her right spawn point.

This Quest is bugged, he is too hight and can't catch him.
Please fix that.
