Nostalrius Begins - Quality wow vanilla realm (1.12)

i've been trying to click the download link provided but each time i get "This webpage is not available
ERR_CONNECTION_TIMED_OUT" any ideas on how to fix this? i've disabled firewalls to try and it did nothing. I'm thinking chrome is the issue. I'd like to confirm that before downloading a new browser.
