Clarification on safe-spotting

Attacking other players while standing on a spot where the guards cannot reach you is no longer allowed, casting through roofs is considered bug abuse.

I've reported nearly 10 people in gadgetzan for blizzard through roof abuse. With several screenshots and deaths(me) for some of them. Guess how many got banned? Zero.

That's consistent with the TOU. If they only did it once, then they should have gotten a "Last Warning" - and then if they do it again then they would be banned. Remember that it wasn't originally considered bug abuse, but added later after people were doing it all the time and disrupting zones. Therefore it's probably in the 'minor' rather than 'major' bug abuse category.

Not everyone should be instantly perma-banned for doing something wrong once.
