Benedict's Chest

I was wondering, if that happened to other people at that Quest.
It's in Durotar in Tiragarde Keep, the final mob Lieutenant Benedict drops a key for his chest on the roof.
In the box is a quest-starting item. Have it seen several times that players didnt get something out of the chest and the key was gone. Sometimes it's the problem, that the chest despawns after someone used it and if another player tries to use it shortly afterwards, there is no target for a short time, but the key is gone anyway.
Now I tried it with a lvl 32 char who hasn't done it yet and the chest is always empty. Is there a max. level for that quest?
