Legend of Stalvan - "An Undelivered Letter" broken?

I've been trying to do this quest for a week now - when i go to the Lion's Eye Inn in Goldshire, and try to open the chest upstairs, there's nothing in it. It's empty. So I can't continue the quest chain.

It is indeed broken from what I've tried. A shame for a quest that rich in lore... :<

Turning off add-ons helped for me.
Tried it 3 times with relogging, repicking and such.
