Unable to accept quest: Nat Pagle, Angler Extreme

I have traveled to Dustwallow Marsh to pick up the quest: "Nat Pagle, Angler Extreme" (required level 35) but the NPC does not offer a quest.
I have confirmed with a vanilla database (http://db.valkyrie-wow.org/events?quest=6607) that there is no pre-requisite for the quest. In an effort to self resolve this issue I have removed all except the blizzard AddOn's from my AddOns folder. In addition I have also removed my WDB and WTF folders. Upon lauching the game, the NPC still does not offer a quest.
(Additional Note: He does not have a (!) over his head that is ghosted. The quest itself is not represented at the NPC)
From searching the forums it seams as though others are also having difficulties with obtaining the quest, but some have been able to complete successfully. Possible issues may include being max fishing when attempting to pick up the quest (225/225) or picking it up at 40 instead of an earlier or later level.
Please advise how to proceed.
