Where could I report something like this?

According to server rules I got to know that logging from the same IP more accounts is allowed only if more people are playing the logged accounts (2 accounts - 2 people, 3 accounts -3 people, and so on). It's forbidden to log an ally and horde at the same time by only one person, for example. Now let's say I have some screenshots of an Horde logging in at the same time Horde and Ally (without enter into the "how I know it" in here, let's say it's more than clear in the screenshots), I'd just like to know where's the right place to upload this kind of reports and if it's of any value for the GMs (or you must be busted by a GM while doing that and my proofs are worth nothing instead). Thank you

Sounds to me like you were logged into two accounts from the same IP, since you couldn't possibly have gotten this information, not to mention hundreds of people are logging in and out at every moment, so a horde and alliance logging in at the same time would be normal.

The others saying "it's easy negable/you couldn't have possibly gotten this information": I do understand you are blessed with the awfulest imagination ever about certain things, yet you don't even need a CISCO certificate to get some basics of networking have a 2+2 like this settled with screenshots. It's all about what screenshots you got, what can be checked and how much the GMs care about that rule in particular. I personally care a lot about that, I'd rather prefer a PVE server if that rule is not taken seriously. Still it's a rule, everybody should cry about it when they try to defay it, ladadadadeedong.
