Cannot get the voidwalker quest

I am above the level requirement, don't have it, and still the quest giver won't give me the quest.

Tried submitting it to the bugtracker but it won't send me a confirmation mail so I can't register.

Please check online the quest givers and full requirement. It seems that this NPC is not the first one in the chain.
