Feathermoon boat getting stuck at Feathermoon

The boat to Feathermoon Stronghold keeps apparently getting stuck at the Feathermoon dock. I'll be sitting on the Feralas side dock for like 10 minutes and the boat never shows up (yes I'm always watching my WoW window on a 2nd monitor) but then when I swim over to the island, I see the boat passing me and heading towards the other dock.
What's going on?
