little quest bug.

I found a little bug while questing, when i killed Lieutenant Benedict for the quest Vanquish the Betrayers,
you will get a key upon looting the Lieutenant, with this key you can open a chest in the same building and that chest should give you a Note which will start the quest "The Admiral's Orders" but upon opening the chest I do not get this item nor do other players.
