Unable to find this NPC somehow the devs said the bug was invalid...

She's involved in the dungeon set two questline. She probably wasn't in the game until that questline got released. Which was either the naxx patch or the one before that I guess. Not sure.

I don't know what the developers use to qualify something as invalid.

However your mistake is that you reported Deliana not being in the game when you should have reported the quest itself being available when it shouldn't. I fail to see how nano didn't at least mention the quest in his comment, which means either he didn't realize it (which is bad) or they know some of these quests in the game are available yet cannot be completed because they are later content (bad, but not as bad).

The best thing you can do is look up a quest and READ what it is about. Doing this should give you the information needed to see that it is part of a chain that was added in a later patch. At which point you should just abandon it and go about your day.
