Bugged "Infiltrating the Castle" Quest

Received the quest from Elias in Stormwind to go see Tyrion the gnome (not to be confused with the dwarf from GoT) in SW castle. Tyrion has a ? but you are unable to turn in the quest. It seems he is stuck in the middle of the quest where you wait for the two thugs to come out that you kill. NPC needs reset. Have tried abandoning the quest and still no luck. No one else is currently interacting with him and multiple players have mentioned the same issue.
