Nostalrius Begins - Quality wow vanilla realm (1.12)

hi, I have a problem to learn the riding skill. I am a Night Elf and when I go see NPC "jartsam" the window is empty nothing appears. By cons I can buy frames from "lelanai". It's the same with my other characters. How to do?
