Curse of Exhaustion broken?

It seems like Curse of Exhaustion isnt working. When I cast Amplify Curse and then Curse of Exhaustion it has no effect and the Amplify Curse buff is still there. It is supposed to have a 20% slow increase on my Curse of Exhaustion. Is this a known issue? It seems like Amplify Curse is working for my other curses but now Im wondering if the bonus get applied properly.
In addition my talent points that I put into Improved Curse of Exhaustion do not seem to be making a difference.
