Hammer of Justice - 90% resisted

I have been a paladin since 2005, I have played on Nos since june 2015. I have been level 60 since july 2015.
My hammer of justice is almost 100% of the time resisted. It can be against all horde types not just orcs with natural resist. Hammer of justice is a holy spell and there is no holy resistance in this game. Even if its considered arcane damage, nobody wears arcane resistance in this game. It is not how this move is suppose to work. Hammer is not gear dependent either, so I should not have it resisted all the time against higher geared people or if I had higher gear either. Please look into this. Paladins have no gap closers, all their spells can be debuffed, and literally become just an auto attack damage class. Hammer of justice is 1 of 2 spells >excluding repetance< that allow us to be any threat, and it being resisted by all classes and then have a 45 sec CD is not correct. Again please look into this, I do not feel it was this bad in Retail.

1. make a test to prove it (duel someone, cast 100 hammer of justice on him, count resists)
2. make a bug report, proving it should be different

There is some kind of holy resistance but I think Blizzard decided to remove it or it is a well hidden/pve only mechanic that could be bugged here. Dunno exactly what happened but it existed at some point.
When you use the macro (can't link it right now but you can find it easily) to check your target's spell resistances and armor, there is a Hr value concerning Holy Resistance.
Try to do 2 tests on a (non orc and without CC/stun +resist talents) target without and then with mark of the wild. Might be a good start.
