Nostalrius Begins - Quality wow vanilla realm (1.12)

As the title suggests, I am unable to submit my completed Guild Charter and form a Guild. I have all the signatures, and the button to submit the paper simply doesn't do anything when clicked. I've visited ALL the major cities in Alliance and none of the vendors will accept my charter. I've even tried changing the name multiple times, relogging, etc.

Please help

I fixed it. Simply moving the Guild Charter to a different bag worked.
