Email Password Reset Cooldown

Hey guys sorry if this has been asked but is the 10 day of inactivity still a must to be able to reset password via email??

I mean if someone is using the account you still cannot reset the password via email is that right?

Yeah if your account's been compromised and the hacker logs into it frequently, the timer resets to 10 days again.
