Nate Pagle, Angler Extreme

I got my fishing to 225 and located Nate Pagle for his quest. For some reason I can not get a quest from him. I interact with him and he automatically opens a vendor box.
I'm of the appropriate level and fishing skill, any ideas on how to fix this?
