Very high Latency 1000+

I am getting latency between 1,000 and 10,000. Speed test to Paris is fine(speedtest.net), I am in Columbus, Ohio(USA). I have no problems with any other applications or games. I have no ports blocked or forwarded on my router. I downloaded and ran Avast Anti-virus. This problem just started today when I tried to logon, and everything I have tried to do to fix it has failed. Nobody else in my guild or anyone that I can find is having these issues.
Any help or tips would be appreciated.

It is not unusual for your connection to temporarily "go bad". Is the latency always that bad, regardless of time of the day?

Can someone from support try to deal with this?
I have been experiencing high latency in euro raid times, between 1900-2200. It goes from 1k to 20k, occasional disconnects and stuck at load screen.
My internet is fine at same time, so it must me server side. It has been killing me last month in raids, so would appreciate if this gets sorted out, it makes my raiding almost impossible.

CMD.exe and select Run as Administrator.
Type tracert 5.135.143.130 > c:\tracert.txt and press Enter.
Post it here.

Update to issue: It seems like routing issue, since i downloaded and used Cyberghost 5 and could play with normal, around 90 latency, but that on other hand killed my TS3 connection. Anyone has VPN service working with TS3?
