Nostalrius Begins - Quality wow vanilla realm (1.12)

Picked up this rare 2h from UBRS last night, did some research about its several procs:

The proc summons Shahram, a flamewaker who can cast the following spells:
Curse of Shahram: AE Slow Enemies
Might of Shahram: AE Stun Enemies (~5 sec)
Fist of Shahram: Group Haste - 25% (~8 sec)
Blessing of Shahram: Group restore life/mana (20 sec)
Will of Shahram: Self +50 all stats (20 sec) (CAN STACK UP TO 5 TIMES)
Flames of Shahram: Flamestrike enemies (~100-150 damage)

I've used this in a few instances now & people are constantly telling me its SUPER raid beneficial.
It summons Shahram, but, I dont think ive seen him cast ANY of these.
Is it broken??? Can it be fixed?? Or are the spells just uncommon to the point where I will hardly notice them??

i used have this one also.
he stays forever atm also.
also if you get him to spawn he doesnt do anything.
he does not even do one autoatck.

and if he spawn he pulls everything in the instance also sometimes
