You don't have a better source for the screenshot? But yeah, safespotting is when you attack other people inside a guarded area, a town or city while standing in a spot which guards can't reach.

Thank you for reporting the behaviour of these players. In the future, please report issues such as these with the in-game ticketing system. You can access the ticket system by clicking on the red question mark located to the right in the interface bar. Keep in mind that if a GM is unable to reach you in-game or if the issue does not require further information, the GM will respond with an in-game mail.
