Nostalrius Begins - Quality wow vanilla realm (1.12)

Hello,

I can not loot Blackhand's Command letter for Blackwing Lair Attunement quest.

I've killed the Scarfield Quartermaster three times in an attempt to get the quest item to drop and nothing appeared on my loot table.

I am in desperate need to get this attunement done by tomorrow, if you can help me out please.

Character name: Provoked
Race: Human
Class: Rogue
Level: 60
