Easy you poke the guy that posted those screenshot and ask him for his preset.
Then you goto https://sfx.thelazy.net/downloads/, pick the download suited for the preset, copy the .rar content to your wow folder (usually a SweetFX folder and couple of random file mostly .dll ones).
And follow the install instuction on https://sfx.thelazy.net/games/view/install/

Job done, almost as easy as finding those pictures in the first place if your smart enough to use google.
