Arcane feedback lvl 20 priest quest didnt give me the spell

Okey so I completed the lvl 20 human priest quest "Arcane Feedback" but didnt get the spell as a reward which I was supposed to get. So now that I'm lvl 30 I can't learn the spell rank 2 since I dont have it in rank 1, from what I understand the quest is the only way to obtain the spell. What can I do?

please close your game client and delete your WDB folder after checking that there are files inside it. Then relog to the game. If the spell is still missing from your spellbook, please make an in-game ticket:
Red question mark -> Stuck -> Still stuck, page a GM
and write your problem in the ticket. Please include the name of the lvl 20 quest in full.
