Unable to connect (Stuck @ retrieving character list)

Hi there,
I am having trouble connecting to the server. I have been troubleshooting extensively for many hours. I get stuck on the "Retrieving character list" screen for a variable amount of time before I get disconnected from the server.
When running tracerts to the Nostalrius world/realm IP lists there is consistently a timeout past a certain address. Tracert is included here:

I am currently located on the Caribbean island of Sint Maarten. I am connecting from Dorm WiFi at my University. I have already been in contact with IT services who informed me that their firewall and port settings should be allowing me through.
I searched for a solution to this and found another nostalrius thread referencing the vac3-n7.qc.ca addresses, that person got around it by using a VPN but I have also been unable to connect to any VPNs from my current connection.
I am not sure if this is an issue with the n7 OVH server in Canada, or some ISP thing, or IT services hasn't been straight with me about their settings.
Any input would be greatly appreciated, thank you.
