After finishing The Defias Brotherhood (5) (the one where you have to kill the messenger) I don't receive the follow up The Defias Brotherhood (6).

Because you get the follow-up from a different NPC. The traitor will spawn at the bottom left of the ramp, but he wont show as long as someone else is doing it.
