Jin'Zil's Forest Magic quest

H! I have trouble with Jin'Zil's Forest Magic quest. In Quest Log this quest has mark as "Completed", I have all quest items in bags. But I can't complete this quest to NPC.
And may be it is importent — I shared already completed quest for another guys. May be it is a bug?

Bit of an old thread, but I just ran into the same problem, so I figured I'd post my results.
I was able to drop the quest and, despite the warning that my quest items (painfully assembled) would be destroyed, they were not destroyed.
The quest was re-offered. I took it and, since I had all the items still, I was able to immediately turn it in.
I'm not sure what went wrong. In my case, I was questing with a friend and we were able to simultaneously look the Fey Dragon and were surprised we BOTH had the item. While troubleshooting, I deleted the Fey Dragon Scale and went back north to get another one -- but the quest was still bugged. That's when I attempted what I described above.
