I am trying to turn in "The Twilight Mystery" to continue the chain (and get XP so I can hit 60 on my alt) and the NPC is not in Silithus. What's going on?

Make an in-game ticket for this. Some players have a bad habit of kiting her outside Cenarion Hold.
