Tyrande Whisperwind not spawned

I have a quest called Doling Justice that needs to be turned in at Tyrande Whisperwind in the Temple of the Moon at Darnassus. But she isn't spawned and won't respawn. Am I missing something here?

Bump. Tyrande Whisperwind has been gone all day. Some GM needs to come online and spawn her, please.

They increased respawntime drastically as some horde was farming her for honor. Maybe the respawn is now 36+ hour or something? Just my guess.
