Repeatable quest intentional? Quest:Baron Aquanis

Running BFD and killing Baron Aquanis makes him drop "Strange Water Globe" which is a quest item that can be turned in for xp and an item the first time.
If you get the "Strange Water Globe" once again you can accept the quest and turn it in the second time for quest rewards and no xp.
Meaning you can get multiple quest rewards, e.g Outlaw Sabre x 2 with each time you kill Baron Aquanis.
