physical range NPCs attacking twice

every physical range NPC i have encountered, whether they are throwing a knife or shooting a bow. attacks twice rapidly at the beginning of combat every single time. unless i engage them by sheeping them first.

on the PvE realm

please fix as this is annoying as hell especially to casters.
