Nostalrius Begins - Quality wow vanilla realm (1.12)

In Ironforge a dwarf has the option to change my specialization yet when you click it nothing happends.

Is it supposed to be this way? Am I stuck with armorsmithing or is there another way to switch to axesmithing?
