[BUG] The Missing Diplomat

This has been posted before, but I have not seen a GM or dev response.

There are a number of reports on the forums dating back to March about this quest being bugged at the last leg. Players are not able to turn the quest into Jaina to receive quest rewards. Jaina appears with a yellow ? and the mage next to her appears with a blue ?. Jaina has no dialog. Attempting to turn in the quest to the other mage will clear from the quest log, but no XP or rewards are given. Being a somewhat core quest in terms of lore and reward, I'm sure others affected would like to see this resolved as well.

I would be willing to screen share over Skype or another platform with a GM or dev if that would help.
