Nostalrius Begins - Quality wow vanilla realm (1.12)

We were runing Zul Farrak dungeon, and we dropped a world loot BOE, this one : http://db.vanillagaming.org/?item=1980
The loot type was in group loot, so the usual roll/greed/pass window appeared & i need, the others greed, & the heal said he did pass but nothing appeared in chat. I was thinking i will get the ring after the end of the cooldown time but i never got it. I'm so sad & I was wondering if there was a way to get this ring i was supposed to win indeed ?

I have also a second problem, i think this quest doesn't really work (http://db.vanillagaming.org/?quest=3637) because after turning in, the npc didn't give me the next one, & so i'm stuck at this point & i can't learn my engineering spec Is that possible to get the other quest like http://db.vanillagaming.org/?quest=3632 in order to get my gnome spec ?
