if I have a level 60 wanting to help me quest, is this allowed? Basically, if I attacking mobs, and he is coming in and killing mobs for me outside of my group. So I pull, and then he kills. I just would like to know if this is allowed. Thanks.

As long as the level 60 character isn't your second acc which you're multiboxing, it is probably allowed.
Thats just normal mob tagging which exists since retail vanilla.

Confirmed - mob tagging is allowed.
