The quest "Stolen Winter Veil Treats" shouldn't have a level requirement.
It's wrong in the database of vanillagaming which shows a required lvl 60 (also listed under Hallow's End event

The followup quest according to vanillagaming db displays
Level: 35
Requires level: 30
which makes sense since one have to kill a lvl 36 elite.
But
The archived page of allakhazam is right:
Level: 60
with no required level as the followup quest
