Nostalrius does not offer any kind of transfer services, just as retail didn't at this point.

What if they open a tbc server , can i transfer my character to tbc then?

We don't have much information about the TBC server yet, since it is still at least 1-2 years in the future.
One thing is certain though: your characters will be copied to that server / servers. But I doubt that will be including a faction change.
