Followup Quests

During questing with Chens Keg and the Elixir quests in Hillsbrad I completed one step of the quest and handed it in to the NPC. However I would be too low level to pick up the follow up quest, immediately upon handing in my current quest the NPC would give me the Accept/Decline page for the follow up despite being too low a level, upon clicking accept it would flash the red text saying i'm too low level and close the page. However from this point on when I talk to the NPC he will only show me the page you would see if you were currently on that quest, even after dinging up to the correct level this is the only page I can get. The NPC's and items for the quests cannot be interacted with, the quest is not in my quest log, and the debug to abandon quests doesn't work.
Anyone else encountered this?
