Isn't Griefing Against ToS

I can't remember if Griefing is against ToS so I am writing it here to get clarification. I am leveling a there are level 60's just killing all low levels where there are no guards in a quest hub town. I have the name of the rogue since he is doing the most of it. His name is Tyroil on the PvP server.
