Strange Snowman bug

Quest: You're a mean one...
Zone: Alterac Mountains
Character: Syano Horde
At level 30 you are eligible to get and complete the first part of the holiday quest Stolen Winterveil Treats. I went and completed this at 30, and it tried to give me You're a Mean One... but I wasn't high enough level. So I leveled to 40 when you should be able to get the Quest. When I speak to the Strange Snowman he only responds to me as if I'm already on the quest to recover the treats from the Greench. I killed the Greench but of course since I'm not really on the Quest he doesn't drop the Quest item.
