Seal of command proc not increased by spell power

Seal of command proc is not benefitting from spell power. While the damage is mainly based off melee weapon damage and strength, there should still be a % based increase divded by spell power ratio. This ratio is much smaller than the direct spell power increase ratio on its judgement, however in retail vanilla it was still boosted by spell power gear. Example: the pvp set should offer an increase in command proc damage just based off of spell power.

Do not hijack this thread bashing on ret paladin's as this is not the purpose of the post. My character is not ret, however this is an issue I have come across and I'm curious if it is also related to the issue with sanctity aura also not providing bonus to the command proc.. As this is a holy power bonus but is still factored in with the spell power algorithms. This issue has severely hurt an already shunned spec.. And even those of us who use reckoning spec would see a benefit with this fix.

I also kno this should be posted in the bug tracker but that process is long and complicated and having to create an account is just annoying.
