Chats are failing

When I log in, I can say a maximum of about 4 chat messages (includes /say, /yell, /general, and party chat so far; whisper always seems to work) and then I can't say anything else until I relog. It can be as little as "hi" or a whole text box, and it can be as little as 1 message. Any help?

Also, it was happening before add-ons, so that's not the issue.

you are most likely restricted in chat due to being low level. Try getting to level 20, that should solve all your issues.

No, other people my level aren't having problems. I'm lvl 7 right now and I'm not restricted until I've spoken a couple times, and then it doesn't give me a restriction warning or anything, it just stops displaying my messages. And now I can't say anything at all in any chat except whisper, even after I relog.
