guild forming bug?!?!

hi im trying to form a guild and got all the signatures when i click register guild nothin happens can anyone help me with this? please

you need to have the charter in your backpack rather than one of the other extra bags

If someone left a guild signed the charter then rejoined the old guild that could bug it out too.
