(bug) improved dampen magic not working

Problem: "Improved dampen magic" in mage arcane talent tree not giving improved stats to spell when it is cast on player.

It gives correct values on the tooltip in the spellbook but not when you cast it on yourself.

For instance- The tooltip in the spellbook says it gives 50 reduced magic damage and 100 reduced healing. then when you cast it on yourself and it is only 40 reduced magic and 90 reduced healing.

I think it's only the tooltip bug, since frostbolt's slow enhance via permafrost also isn't updated on tooltip yet it works. Could be investigated tho, shouldn' t take much time.

Hello Friend,

I just wanted to illuminate you. Around 9 years ago I was playing a Mage in retail servers just as same version of Nostalrious now. Believe me, when you spend a talent point in Dampen Magic, you can see that spells' effect increases when you cross your mouse over it. However, when you use it on your friend or yourself, you just can not see the increased effect in buff section when you mouse over it. It is normal as retail for now and talent is working properly. Tested and Confirmed!

Tooltips in retail started to be worked after Wotlk, it was even same in retail TBC.
