Nostalrius Begins - Quality wow vanilla realm (1.12)

Right so I'm reading some old feral druid stat weight stuff and it says STR is meant to give a feral druid 2.2 attak power.

However on this server it only gives 2 attack power. Could you fix that?

Is that 2.2 value with or without HotW talent(http://db.vanillagaming.org/?spell=24894 ? what is your source? AFAIK it is supposed to be 2.4 AP per strength, since you get 2 AP per 1 strength plus 20% from HoTw which puts you at 2.4
