RESOLVED: Very sparse WTF folder, but several characters

Had to do with a folder Permissions issue (Win 7), which is pretty confusing to reverse. So I eliminated the install and did a fresh install.
How is this possible?
I have several characters and run several addons. However, under my WTF folder there is only one character folder. It's been this way for a month.
Even then, when I look in its Saved Variables folder, there are only 4 addons LUA files. Yet each one of my characters uses all addons (20+) and settings appropriately.
So my question: where is all this info stored? Is it server side? Because I am seeing hardly anything that would support the idea that my toons should be using settings properly, and yet they are.
That's weird. This is very unlike Blizzard's WTF setup.
Reason it concerns me is that I'd like to lift these settings for use elsewhere, and I'd also like to be able to catalog them in case of a crash or some other corruption.
